About the Program
CFLR’s Employee Assistance Program provides confidential, people-focused services for employees, supervisors, and organizations throughout New York State. Our goal is to support personal well-being, workplace health, and organizational culture through counseling, consultation, training, and resource coordination.
Whether someone is managing stress, navigating grief, addressing work-life balance, or seeking guidance on performance concerns, our EAP team delivers compassionate, accessible support through phone, virtual, and in-person appointments.
We also partner directly with employers to improve workplace wellness, strengthen leadership skills, and support teams during times of transition or crisis.
Who We Serve
EAP services are available in person at our offices in Utica, Rome, Herkimer, and Syracuse, as well as virtually statewide.

Short-term counseling, referral support, and resources are available for contracted employees and their households.

Short-Term Counseling
Up to 9 sessions for employees and their families focused on emotional well-being, stress, grief, relationships, and personal challenges.

Supervisory Counseling
Targeted 3-session support for workplace performance concerns, helping supervisors guide employees toward improvement.

Long-Term Referral Support
Connections to trusted mental health providers and community resources for ongoing care.

Critical Incident Support
On-site or virtual response following workplace crises, traumatic events, or organizational stressors.

Training & Professional Development
Workshops on communication, leadership, conflict resolution, harassment prevention, stress management, emotional intelligence, Narcan training, and more. All training can be customized to meet organizational needs.

SAP/DOT Case Management
Comprehensive, certified Substance Abuse Professional services including evaluation, recommendations, provider coordination, DER communication, return-to-duty compliance, and follow-up monitoring.

Resource Referrals
Support with childcare, eldercare, housing, financial literacy, legal resources, community services, and holistic wellness providers.

Manager & Supervisor Consultation
Guidance for workplace challenges, team dynamics, retention, communication, and employee support — improving outcomes and reducing turnover.

Employee Assistance Program (EAP) — FAQ
CFLR’s Employee Assistance Program provides confidential, short-term counseling, workplace support, consultation, and training to help employees, supervisors, and organizations address personal and professional challenges.
EAP is available to employees of contracted agencies, their immediate family members, and organizational leadership such as supervisors, managers, and HR professionals.
Yes. All EAP services are strictly confidential. Employers do not receive information about who uses the program or the content of any sessions, except when required by law or safety concerns.
No. EAP services—including counseling, referrals, consultations, and three included training per year (varies based on contract) —are provided at no cost to contracted employees and their families.
EAP provides short-term counseling for concerns such as stress, grief, anxiety, relationships, family issues, workplace concerns, and life transitions. When longer-term care is needed, we assist with referrals based on your insurance coverage through our trusted network of affiliate partners.
Supervisors and managers can receive consultation on performance concerns, team challenges, communication strategies, return-to-work support, crisis response, and creating healthier workplace environments. Custom trainings are tailored to department for professional development
Our certified Substance Abuse Professionals guide DOT-regulated employees and employers through the full return-to-duty process, including evaluations, recommendations, provider coordination, DER communication, and follow-up monitoring.
Yes. EAP offers immediate on-site or virtual critical incident stress debriefings and organizational support following a traumatic or high-stress workplace event.
We offer licensed counselors who can be on-site to lead group debriefings and provide private one-on-one support to employees following a critical incident.
